PORTLAND, Oregon ScottishPower today announced the appointment of Robert G. Miller and Nolan E. Karras as non-executive members to the ScottishPower Board of Directors. Both Mr. Miller and Mr. Karras currently serve on PacifiCorp's Board. The appointments are part of the merger agreement between ScottishPower and PacifiCorp and become effective on completion of the merger.

Robert G. Miller is Vice Chairman of the board of directors and Chief Executive Officer of Fred Meyer, Inc., the US's fifth largest food and drug retailer. He lives in Portland, Oregon and is a member of the Board of Directors of Food Marketing Institute, SMG-II Holdings Corp., Oregon Business Council, United Way of the Columbia-Willamette, and Oregon Health Sciences University Foundation.

Nolan E. Karras is President of The Karras Company, Inc, a Registered Investment Advisor. He is a member of the Board of Directors of Jack B. Parson Companies, Western Hay Company Inc., Harris & Hart Inc., PacifiCorp, American General Financial Center, Beneficial Life, Karras & Associates Inc., and The Karras Company Inc. Mr. Karras, who lives in Roy, Utah, retired from the Utah House of Representatives as Speaker of the House in 1990 after serving five terms.

The appointment of Keith McKennon, Chairman, Chief Executive Officer and President of PacifiCorp to the ScottishPower board as Deputy Chairman was announced in December 1998, at the same time the merger was announced.
