Management Changes at ScottishPower

27 January 1999

The Board of ScottishPower announced today the appointment of Charles Berry and Alan Richardson as Executive Directors. They will join the Board of Scottish Power plc on 1 April 1999.

Charles Berry (46) joined ScottishPower in 1991 as Director of Strategy and played a key role in the development of the Company's multi-utility strategy. In 1996 he was appointed Chief Executive of Manweb and in 1998 assumed responsibility for Energy Supply, overseeing the introduction of competition for domestic electricity customers. He is an Electrical Engineer with a degree from Glasgow University and an M.S. from MIT, USA.

Alan Richardson (52) joined the Company in 1991 as Managing Director of the Transmission business. In 1995, Alan's role expanded to include responsibility for the Distribution businesses in Scotland and Manweb, and he has been Managing Director Power Systems since that time. An Electrical Engineer, with a career in electrical power engineering, Alan is also a visiting Professor in Electronic and Electrical Engineering at Strathclyde University.

Duncan Whyte, Executive Director Multi-Utility, will leave the Company in May 1999. Duncan is leaving the utility industry to take up the Chief Executive role with The Weir Group PLC in Glasgow.

Murray Stuart (65) will continue as ScottishPower's Chairman, while the PacifiCorp transaction is being completed. The Board believes that during this important period of the Company's development it would be better for the Chairman to defer his retirement beyond the previously announced date of the 1999 Annual General Meeting.

The Board responsibilities of the Executive team, headed by Chief Executive Ian Robinson, will now be as follows:

Ken Vowles becomes Executive Director - UK Power Operations, with the Managing Directors of the stand-alone businesses of Generation, Power Systems, Manweb, Technology and Contracting Services reporting to him. Eric Golland is appointed Managing Director of Generation and John Menzies is appointed Managing Director of Power Systems.

Charles Berry is appointed Executive Director - Customer Sales & Services, responsible for the Energy Supply and Retail Businesses. Charles will also assume Board level responsibility for Regulation. The Director of Regulation, Simon Bucknall, who has held this role since 1996, will report to Charles.

Alan Richardson becomes an Executive Director, and will take up the role of Chief Executive Officer of PacifiCorp upon completion of the transaction. In the meantime, Alan has responsibility for managing all US - West Coast aspects of the merger process with PacifiCorp.

Ian Russell will continue in his role as Deputy Chief Executive and Finance Director. Ian will retain his current portfolio, this includes Board level responsibility for Southern Water and ScottishTelecom, Finance, Strategic Planning, Information Systems and Corporate Affairs.

Prior to his departure in May, Duncan will focus with Charles Berry and the Director of Regulation on the key regulatory reviews currently underway.

Charles and Alan have both played important roles in the development of the Company and will make a significant contribution to the continued success of ScottishPower as members of the Board. The Company has a strong, broadly based management team and I am confident that we will continue to build the business and deliver benefits for customers and shareholders."
